NI and Scotland already have independent legal systems, and govt departments to administer transport networks (Transport Scotland would have to take on vehicle licensing if they didn't contract DVLA to keep doing it), Wales doesn't yet have these and is dependent on England for a lot of work/employment (including DVLA which is a *massive* organisation employing 5000+ people that is also used as a de facto "citizens database" for GB including non drivers)
