Good point. Mastodon's Lists feature could evolve by including two options:

- Lists are currently private. There should be an option to make them public / sharable via a URL.

- Everyone should get an opt-in option in their Privacy settings to say "Allow my profile to be listed on Public lists"

That way it doesn't break the existing list functionality, but also allows people to not be included to lists that can be shared.

This does create a blanket opt-in vs opt-out functionality - but I think that would be okay for an initial version of public lists.

In future versions, you would probably implement more finite controls for those that want to be listed on public lists, but approve their listing / remove themselves from particular ones.

@matt @eco_amandine @Rainer @Gargron For that to work you whould make a user for every list, that is created to follow the ones you want to have in that list in ActivityPub.
To do that you whould have a server that allows users to create users, that are only there to follow and unfollow users.
And users can then follow these listusers.
Which whould make handling lists the same as handling users, even for reports on malicious lists or blocking them.

In the end it's up to the server software you use.

Or the Mastodon API get's twisted even more with weird stuff.
